Our Heritage

Atlantic's history as a full service provider began with the founding of Forum Financial Group in 1986. In his tenure as president (1986-2003), John Keffer (now Chairman of Atlantic) built Forum into the largest, privately owned fund service provider in the United States, with a major offshore operation in Bermuda.

In 1995 John founded Forum’s European branch in Warsaw, (Investment Fund Services), which has since developed into one of the largest fund administration and transfer agents in Europe, with offices in Luxembourg and in Poland.

Citigroup acquired Forum in 2003 with John Keffer becoming president of Citigroup’s Global Fund Services. In 2007, John re-acquired a significant portion of Citigroup’s interests in Forum (U.S.) and established Atlantic’s U.S. operations, augmenting those operations in 2009 by acquiring Citigroup’s (formerly Forum's) Warsaw affiliate.

These two acquisitions, now unified as Atlantic Fund Services, represent the continuation into the present of the corporate culture first defined in the original Forum Financial Group. Atlantic’s culture and work ethic is maintained by many of the same individuals who were part of the original Forum, working together again to deliver the same high quality service as they have done over the years.

Chairman’s Message

My more than three decades in the fund services industry have taught me what independent investment advisors and sponsors are looking for in a service provider: hassle free, up-to-date, technologically sophisticated service, delivered by experienced professionals who have personal loyalty to their clients and a personal stake in their clients’ success.

I also have learned lessons about how to deliver that service. A service provider needs a staff of talented individuals who have experience in a variety of investment products, many of them complex. Moreover, the firm’s culture and training need to ensure the consistent delivery of superior-quality service. Those essentials—superior quality service, delivered consistently—are at the heart of our business.

I believe that Atlantic Fund Services is the kind of organization that our clients would design for themselves if they could spare the time. They can’t, of course; they must devote their time to managing and building their funds and their businesses. Our mission is to free up their time for those demanding tasks—and to give them the comfort of knowing Atlantic is working at their side, with a shared vision for their success.

Meet the Team

  • John Keffer

    Chairman and CEO

    Prior to founding Forum Financial Group in 1986, Mr. Keffer was a senior vice president of Reich & Tang where he created the firm’s bank mutual fund business. After Citigroup acquired Forum in 2003, Mr. Keffer became President of Citigroup Global Fund Services. Mr. Keffer is currently Chairman of Atlantic Fund Services and Vice Chairman and Trustee of Forum Funds, an umbrella series trust. Mr. Keffer also serves as a disinterested Trustee of Wintergreen Fund and as an interested Trustee of Forum Funds II and U.S. Global Investors Funds.

  • Stacey E. Hong, CPA

    Mr. Hong possesses over twenty-five years of industry experience.  He obtained his audit and public accounting experience with Ernst & Young and his fund experience with Forum Financial Group and Citi. With Forum, Mr. Hong managed Forum's US fund accounting operations, and as Director with Citi, Mr. Hong oversaw Citi's US fund accounting and administration operations. Mr. Hong is an interested trustee of Forum Funds II and U.S. Global Investors Funds.

    Mr. Hong is a State of Maine licensed Certified Public Accountant and received his BS in Business Administration from the University of Maine with concentrations in accounting and finance. Mr. Hong successfully completed FINRA Series 7, 27 and 63 testing requirements.

  • Christopher J. Koons

    Chief Operating Officer

    Responsible for Atlantic's US operations, Mr. Koons leverages over two decades of mutual fund experience with Fund Plan Services, Forum Financial Group and Citi. In addition to designing, developing and installing proprietary and commercial U.S. registered transfer agency applications, Mr. Koons has managed transfer agency operations. Mr. Koons' career has focused on designing and implementing automated workflows to reduce risk and increase efficiency.

    Mr. Koons received his BS in Mathematics from St. Bonaventure University and successfully completed FINRA Series 6 testing requirements.

  • Karen M. Shaw

    SVP, Fund Administration and Relationship Management

    Naturally relationship focused and solutions oriented, Ms. Shaw's comprehensive fund accounting and administration experience lends to thoughtful and responsive client interactions. Ms. Shaw developed her expertise over twenty years working with Forum Financial Group, Citi and Atlantic. She obtained her BS in Business Administration from the University of Maine; is a member of the ICI Accounting/Treasurers committee; and serves as fund Treasurer and Principal Financial Officer (Sarbanes-Oxley certifying officer) for Forum Funds, Forum Funds II, U.S. Global Investors Funds and Tributary Funds.

  • Gino E. Malaspina

    Senior Counsel

    Mr. Malaspina’s has focused his twenty-five year career exclusively on providing legal, regulatory and compliance counsel and support to investment companies and investment advisers. Most recently with Cipperman & Company, LLC, Mr. Malaspina’s broad practice includes positions as fund counsel, adviser counsel and compliance support. Mr. Malaspina’s experience includes positions at Stradley Ronon Stevens & Young LLP, PNC Global Investment Services (BNY Mellon) and Drinker Biddle & Reath LLP. Mr. Malaspina received his BA in Political Science from Albright College and J.D. from Widener University School of Law.

  • Michael J. McKeen

    SVP, Fund Accounting and Tax

    Mr. McKeen enjoys the challenge of accounting for complex products and instruments. For over twenty years, Mr. McKeen has specialized in fund services, employing analytical skills and logic in writing business specifications and working with proprietary and commercial portfolio accounting systems. Mr. McKeen obtained his portfolio accounting and tax expertise with Forum Financial Group and Citi. He received his BS in Business Administration from the University of Maine; successfully completed FINRA Series 7 testing requirements; and serves as fund Treasurer and Principal Financial Officer (Sarbanes-Oxley certifying officer) for Chou America Mutual Funds and The Wright Managed Blue Chip Investment Funds.

  • Brandon L. Stultz

    VP, Transfer Agency

    Mr. Stultz manages Atlantic's SEC registered transfer agent.  Mr. Stultz's eighteen years of industry experience includes operational roles with Forum Financial Group, Citi and Atlantic. Mr. Stultz's received his BA in Business Administration from Eastern Nazarene College; and he is a member of the NISCA Transfer Agency committee and the ICI Transfer Agency Advisory committee.

  • Carlyn L. Edgar

    SVP, Compliance Support Services

    Ms. Edgar's public accounting and fund experience offer a unique perspective and approach to Atlantic's compliance service offerings. Ms. Edgar's thirty year career commenced with CPA firm Berry, Dunn, McNeil & Parker. She acquired her fund experience with Forum Financial Group, Citi and Atlantic. Ms. Edgar manages Atlantic's compliance services, liaisons with external CCOs and serves as a fund chief compliance officer. Ms. Edgar received her BS in Business Administration and Accounting from the University of Southern Maine; is a member of ICI Chief Compliance Officer, CCO Advisory Issues and Internal Audit Advisory committees.  Ms. Edgar is a Certified Public Accountant and an Investment Adviser Certified Compliance Professional® (IACCP®).

  • Keith Orlando

    SVP, Finance and Human Resources

    Mr. Orlando oversees corporate finance, fund treasury and human resources. Mr. Orlando's eighteen year career includes operations, finance and management experience with Forum Financial Group, Arc One, Phillips Van-Heusen and Atlantic. Mr. Orlando received his BS in Business Administration from the University of Maine and a Masters in Business Administration from Husson College. Mr. Orlando is a certified Senior Professional in Human Resources (SPHR®).

  • William F. Robinson

    SVP, Information Technology

    Possessing over twenty-five years of audit, accounting and information technology experience, Mr. Robinson is responsible for designing, implementing, and managing Atlantic's information technology. Mr. Robinson received his BS in Computer Information Systems and BS in Public Accounting from Husson College. Post Ernst & Young, Mr. Robinson focused on information technology. Mr. Robinson is an accredited Microsoft Certified Systems Engineer, Microsoft Certified Systems Administrator and a member of the ICI Technology committee.

  • Jessica Chase

    SVP, Business Development

    Ms. Chase works with prospective clients to introduce Atlantic’s people and services and provide transparency into fund requirements and expenses. Ms. Chase enjoys more than twenty years of financial services experience in portfolio accounting, operations, project management and finance. Prior to joining Atlantic, Ms. Chase worked with Fidelity, BNY Mellon, Forum Financial Group, Citi and J.P. Morgan. Ms. Chase serves as President and Principal Executive Officer for Forum Funds, Forum Funds II and U.S. Global Investors Funds.  Ms. Chase received her BS in Business Administration from the University of Maine.
